Housing 21 – Voluntary Offer of First Refusal: Feedback Survey

By the end of March this year, Housing 21 hopes to have completed on the sale of it’s schemes and will begin formally transferring ownership to your nominated management company. However, before this sale can go ahead, we need to be satisfied that every single resident has had equal opportunity to influence the decision-making process and raise any legitimate concerns (if they wish to).

Last year, when Housing 21 announced its decision to sell its leasehold properties, the majority of residents opted to pursue our Voluntary Offer of First Refusal. This gave residents the choice to create or appoint their own management company to manage the scheme, rather than being transferred to Housing 21’s chosen provider.

We would like to encourage all residents to complete the survey so we can be assured that everyone had the option to take part in the vote for the Voluntary Offer of First Refusal, even if this was not their preferred outcome.

We also want to be reassured that since choosing the Voluntary Offer of First Refusal, elected residents who have been leading the process have kept you and others adequately informed of updates and how the new management company will operate.

Throughout this process, we have been working to guidelines set out in the Tenant Involvement and Empowerment Standard, which means our consultation must be fair and accessible and provide you with adequate time, information and opportunities to respond. This survey will be one measure which we will use to determine if we have met those standards alongside other points of engagement.

This survey is not a measure of whether or not you voted in favour of the Voluntary Offer of First Refusal or agree with Housing 21’s decision to sell its leasehold portfolio. More so, it is whether you were given the chance to vote, raise concerns and understand the process.

You will shortly receive a more detailed summary of the proposed sale and management of your scheme.  This will be your opportunity to speak with me and share any final comments for our consideration before committing to the sale.
