This metric was introduced by the English Regulator of Social Housing (RSH) in April 2023 as one of a suite of Tenant Satisfaction Measures (TSMs). It is a regulatory requirement that all Registered Providers (RPs), regardless of size, collect and report the TSMs to their tenants.
An ‘anti-social behaviour case’ is a log of activity undertaken by a provider in response to a report of anti-social behaviour to the provider from a tenant, representative, provider or contractor staff, service users or other individual or organisation. For the purposes of this TSM, total anti-social behaviour cases must include any ASB cases that involve hate incidents.
An ASB case can be in response to a single report/complaint of ASB, or multiple reports/complaints about the same party made whilst a case is still ongoing. Such further reports/complaints would not be counted as a further new case. Once a case is resolved and a further report/complaint of ASB is received, this should be treated as a new case.
The definition of anti-social behaviour is as per the Anti-Social Behaviour, Crime and Policing Act 2014. For the purposes of calculating this TSM, a ‘hate incident’ is any incident which is perceived by the victim or any other person, to be motivated by hostility or prejudice, based on a person’s disability or perceived disability; race or perceived race; or religion or perceived religion; or sexual orientation or perceived sexual orientation or transgender identity or perceived transgender identity. NM01 ASB must include all anti-social behaviour cases, including any that involve hate incidents.
Local authority registered providers must only include ASB cases where they have undertaken activity in their capacity as a registered provider of social housing in response to a report of ASB.

Formula
A. Total number of anti-social behaviour cases opened by or on behalf of the landlord during the reporting year (including any ASB cases that involve hate incidents).
Divided by
B. Number of LCRA and LCHO dwelling units owned by the landlord at year end
Multiplied by 1000.
Divided by

Worked Example
The landlord opens 40 ASB cases during the reporting year. At the end of the year the landlord owns 450 LCRA/LCHO units.
The metric would therefore be calculated as:
NM01 ASB = (A * 1000)/B
Or in this case:
NM01 ASB = (40 * 1000) /450
NM01 ASB = 88.89
The metric would therefore be calculated as:
